South Concord Corridor Zoning Study
The City of South St. Paul has hired Swanson Haskamp Consulting LLC to conduct a market study, corridor vision, and zoning update for the South Concord Corridor.
The “South Concord Corridor” includes land in the southeastern corner of South St. Paul, bordered by Interstate 494 to the north, Inver Grove Heights to the south, a 100-foot-tall bluff to the west, and the Mississippi River to the east. The City’s 2040 Comprehensive Plan identifies this corridor as a prime opportunity for redevelopment. A modernized study and zoning update will support that goal.
Although a corridor plan was developed in 2012, it did not align with market realities and was never adopt
ed. The City is revisiting the project with updated research and a new vision informed by current conditions.
