Online Utility Billing
We are excited to announce that our online billing and payment service is now available. The system is easy to use and allows you to view and pay your bills online. You can now schedule single or multiple payments, choose the date a payment is made, or sign up for Auto Pay so the payment will be made on the due date of your invoice. You can choose to continue to receive paper bills or receive paperless e-bills. If you choose to continue to receive paper bills, you will still be able to view and pay your bills online.
To Pay or Register Your Account
To access your account, simply locate one of your old utility bills from the City. If you cannot locate an old bill, you can call or email the Utility Billing Customer Service desk to request your customer and account numbers. When you have them, click on the “Register Now” button and enter your customer number and account number. Remember to enter all digits, including the leading zeroes. See the following example:
Select any invoice in the list that appears and click on the REGISTER SELECTED INVOICES button. You will be prompted to enter your email address and a password and you are registered. You can add payment options as well as sign up for paperless billing and email notifications.
If you own multiple properties in South St. Paul, you can link all of your accounts by using the same email address and password when you register each account.
One-Time Payments
If you choose, you can make a one-time payment using this same service. When you choose one-time payments, your payment information (credit card or bank account) will not be saved, however, you will receive email confirmation of the payment made.
If you want to make a payment on an account that has a zero balance due, you must register the account first; one-time payments are not available when the account has a zero balance due.
PLEASE NOTE
Only bills issued after January 2016 will be available for viewing online. Prior to a new bill being issued, this service will show the current balance due with the most recently issued invoice information.
Rental Properties:
Only property owners may register for an account. If you would like your tenant to receive notifications from the account, include an email address in the Courtesy Email field under My Profile and Update Account Information. Tenants will have the option of making one-time payments.
Rental property owners who choose paperless billing, notice of a new bill will be sent to both the registered email address and the courtesy email address. If you choose paperless billing, no paper bills will be mailed, regardless of the addresses on your account. If you choose paperless billing, you must contact the City to have the duplicate bill fee removed from your account.

- How does the system work?

Here are the 3 steps taken by customers:
- Customer accesses account via the City of South St. Paul website by clicking on the “Online Payments” button.
- Customer locates and views bill and either enters payment information for a one-time payment or registers to schedule a payment.
- Customer receives an email confirmation with their payment amount and payment process date.
- Why should I register my account?

By registering, you have access to all of the features of the payment portal. These features include the ability to view all current bills, see previous bills and payment dates, access the online customer service system, go paperless, schedule payments for a specific dates, and sign up for Auto-Pay. You also avoid having to enter your payment information each time you pay a bill.
- How do I register my account?

Go to the City of South St. Paul website, click on Online Payments then View or Pay Bill Now. On the customer portal screen, click the Register Now button. Enter your customer and account numbers as they appear on your utility bill and click Submit. On the next screen, select the invoice by clicking the box to the left and click on Register Selected Invoices. You will be prompted to enter your email address and a password.

- How do I register multiple accounts so I can see and pay them at the same time?

You can link accounts by clicking Manage My Accounts in your customer portal. See the video on your account home screen under Support.
- I forgot my Password, how do I find it?

You should view “Forgotten Password?” at the bottom of the login screen. You will need your customer account number and email address to retrieve your password. If you are unable to locate this information, you may call the City of South St. Paul, and they can provide you with the information.
- When will I have online access to my account?

You will have 24/7 access to your account to review your bill, schedule a payment, and view your payment history.
- Why did I get a paperless registration email?

Going paperless is a two-step process, after you select paperless billing within your account, you will receive a paperless registration email. You must go to the Confirm button in the email to complete the process. You will get one reminder email; if you don’t complete the registration at that time the paperless enrollment will be canceled.
- I received an email stating “Thank you for going paperless,” but I DID NOT sign up for paperless.

If you did not intend to register for paperless bills, do not complete the registration as required in the email notification. Alternatively, you can sign into your account change the paperless billing by going to My Profile, Paperless Options and click the No button.
