Overview
The City of South St. Paul is proposing to phase out its residential permit parking program. Historically, this program operated informally with inconsistent record-keeping and no standardized process for modifying permit zones. Compliance with the program has been limited, and many residents park on the street without displaying the required permit sticker.
The program does not recover its operational costs, and maintaining it would require a significant overhaul, including implementing a permit tracking system, updating signage, and charging annual fees. At the July 22, 2024 City Council Worksession, the Council reached a consensus to begin phasing out the program, concluding that the benefits do not justify the costs or a new fee-based structure.
The City plans to remove all permit parking signs. Signs near McMorrow Field and McGuire Field will not be replaced. Along 6th Avenue North, new signage will read: "2 Hour Parking, 8 AM to 6 PM, Monday through Friday, Block Residents Exempt".
How Can I Learn More?
An Open House will be held on Thursday, April 24, 2025, from 5 PM to 7 PM in the City Council Chambers, 2nd floor of City Hall at 125 3rd Avenue North. Invitations will be mailed 10 days prior to owners of residential properties currently in permit parking zones.

Next Steps
Following the Open House, City Staff will report back to the City Council. If the Council chooses to proceed, a public vote to de-establish permit zones will be scheduled for Spring or Summer 2025. The date will be posted on this webpage once determined.
