2040 Comprehensive Plan
What is a Comprehensive Plan?
The 2040 Comprehensive Plan is a long-range planning document that outlines how South St. Paul will grow and develop over the next 20 years. It includes goals and policies for land use, housing, parks and open space, economic development, and transportation. This plan builds on the goals of the 2030 Comprehensive Plan.
While the plan itself doesn’t guarantee outcomes, it provides guidance to city staff, elected officials, and community stakeholders in making informed decisions. It serves as a vital reference for aligning development with community values.
