While every project is unique, South St. Paul’s approach remains consistent: we aim to be responsive, open-minded, and direct at every stage of the development decision-making process.
Development Stages
- Concept/Pre-Submittal Stage: Businesses and developers initiate this stage by sharing their vision. City staff provides information and feedback to ensure alignment with South St. Paul’s goals, regulations, and development framework.
- Development Proposal/Review Stage: Developers submit a Planning and Zoning Application (PDF) along with plans, drawings, and analyses for formal review. Some projects may require approval from City boards and commissions before proceeding.
- Permitting and Construction Phase: Once approvals are secured, the developer applies for permits and begins construction. This is the final step before a project is operational.
