South St. Paul – A Proven Partner in Transforming Vision to Reality
South St. Paul’s leaders understand that the City plays a critical role in making our community a great place to live and do business. We are committed to ensuring that City-owned assets—such as parks, roadways, and sites—reflect the high standards our business community demonstrates in its investments.
Concord Exchange Streetscape (2024)
In 2024, the City will enhance the streetscape along Concord Exchange with additional pedestrian amenities, improved lighting, and updated driveway accesses. These upgrades will spotlight the growing mixed-use corridor along Concord Exchange.
Concord Street Improvements
In cooperation with MnDOT and Dakota County, the City of South St. Paul has invested in improvements along Concord Street between I-494 and Annapolis Street. These upgrades provide better multi-modal connectivity, increase traffic safety and efficiency, and replace outdated infrastructure. This project supports the revitalization of the Concord Street corridor to boost economic growth, commerce, and redevelopment.
North Concord Mixed-Use District Study
In 2020, City Staff received a grant from Dakota County to fund a zoning study to update the North Concord Mixed-Use Zoning District. The City has been planning a study for this district since at least 2013, as it has long been a priority in our Capital Improvements Plan. The goal is to update zoning standards to better align with community redevelopment goals and current market conditions. This study will help the corridor prepare for redevelopment after the Concord Street reconstruction project is completed in 2022.
