Utility Billing Overview
The City of South St. Paul bills for water, sanitary sewer, storm sewer, and street light services on a quarterly basis. Wet Industries are billed monthly.
Utility Bills
Your utility bill is divided into two sections. The left side lists your services and billed amounts and should be retained for your records. The right side should be returned with your payment. The total balance due is located in the shaded area of your bill.
Additional information included in the shaded section of your bill:
- Account Number: Number used to identify your account
- Billing Date: Current billing date
- Current Reading: Meter read for the current billing period
- Previous Reading: Meter read from the previous billing period
- Service Address: The address being billed
- Usage / Gallons: Water usage in thousands of gallons
Bill Payment
The City accepts checks, cash, and money orders for bill payments. To pay by mail, tear off the right portion of your bill and send it to:

South St. Paul, MN 55075You may also pay in person at the first floor of City Hall during business hours (Monday–Friday, 8:00 a.m. to 4:30 p.m.). A 24-hour drop box is available at the rear entrance of City Hall for check or money order payments.
Meter Readings
- Previous Reading: Date and value from three months earlier
- Current Reading: Most recent read and date. Meters measure water use in thousands of gallons. The difference between current and previous readings equals your usage for the billing period.
Example: If your previous read was 710 and the current read is 716, your usage is 6,000 gallons for the billing period.
