E-permits are available for projects that do not require plans or additional review.

All Other Permit Applications
Permits for Commercial Plumbing Projects, Commercial Mechanical Projects, or any project requiring plan review must be submitted using one of the applications listed below.
Homeowners and contractors may also use these forms if they prefer not to apply through the e-permit system.
- Building Permit Application : New home construction, commercial construction, remodel, deck, framing, insulation, drywall, sheet rocking, swimming pool, garage, solar installation, home addition.
- A Swimming Pool Supplemental Form is required for all swimming pools.
- Mechanical (HVAC) Permit Application : Heating, air conditioning, gas piping, ventilation, and all commercial mechanical projects.
- Plumbing Permit Application : Plumbing, water/sewer, RPZs, lawn sprinkler systems, and all commercial plumbing projects.
- Permanent Sign Permit Application : Awning/canopy signs, drive-through signs, monument signs, projecting signs, wall signs.
- Temporary Sign Permit Application: All temporary signs including banners signs or freestanding signs.
- Zoning Permit Application : Fences, driveways, patios, internal sidewalks, platform decks, freestanding pergolas, gazebos, and shed placement.
Permits can be submitted in person at City Hall, by mail, or by email to permits@southstpaul.org. Payment may be made in person via check or credit card (Visa, MasterCard, Discover, and American Express accepted) or through the e-permit portal. Payment cannot be accepted over the phone.
Electrical Permits
The City of South St. Paul does not have an electrical contractor on staff. All electrical inspections are conducted by McMullen/Kletschka Inspecting, Inc., which serves South St. Paul and other cities in Dakota County.

Scheduling an Electrical Inspection
There are three ways to schedule an electrical inspection:
- Through the McMullen/Kletschka Inspecting Inc. website .
- By emailing Steve Kletschka at stevekletschka@gmail.com.
- By calling Steve Kletschka at (612) 866-1979 between 7:00 AM and 8:30 AM. Voicemails are not accepted on this phone line.
Right-of-Way Permits
Obstruction permits—commonly known as right-of-way permits—are required when construction materials, dumpsters, or storage PODs are placed in the public right-of-way. These permits are issued by the City's Engineering Department.
The Engineering Department processes these permits through the Dakota County One Stop Permit Shop .
When applying through the One Stop Roadway Permit Shop, be sure to include the exact address where the obstruction will be placed.
