City Clerk

The City Clerk manages the official records of the City. This includes preparing agendas and minutes for City Council meetings, maintaining ordinances and resolutions, and making public records available upon request.

The City Clerk is responsible for the following:

  • Supports the City Charter Commission
  • Issues business, animal, and liquor licenses
  • Issues rental housing licenses
  • Maintains and updates the city code
  • Manages official city records
  • Oversees election operations
  • Takes minutes for all City Council meetings
  • The individual should have identifiable documentation from the company AND a copy of their South St. Paul Business License with the person’s name on it, not just the company’s name.  
  • Solicitors may only conduct business between the hours of 9:00 a.m. to 7:00 p.m. Monday through Friday and between 10:00 a.m. to 3:00 p.m. Saturday and Sunday.

In addition, if any of the following conditions exist, you should report them to the City Clerk’s Office as soon as possible.

  • Failing to provide proof of license, or registration, and identification when requested.
  • Using the license or registration of another person.
  • Remaining on the property of another when requested to leave.

There are some exceptions to the license requirement, they include:

  • Non-commercial door-to-door advocacy, for example political door knocking, etc. 
  • Non-profit, charitable, religious organizations or public and private schools who are conducting sales or other similar fundraising activities.
