Minnesota passed a new law in 2023 legalizing adult-use cannabis (21 and older) and established a regulatory framework for the cannabis industry. The Office of Cannabis Management (OCM) oversees the applications, issues the licenses and establishes the cannabis rules.

Retailers interested in a cannabis license may apply online with the Minnesota Office of Cannabis Management.
Once you have received a license from the State you must register with the City of South St. Paul:
