Utility Rate Study
The City contracted with Ehlers and Associates, a public finance advisory firm, for a Utility Rate Study. The study provided a detailed cost analysis of the City's utilities and outlined financial planning strategies for meeting future operational and capital expenses.
The utility rate study was updated in 2023 and determined that changes in the rate structure are necessary to ensure the long-term stability of critical infrastructure. Prior to 2024, the City had not changed the utility rate structure in over 10 years. These adjustments support long-term maintenance and upgrades of aging infrastructure.
Impacts to the Water Utility Rate Structure for 2026 include:
- Increase of $0.39 per quarter to the base fee for all utility customers.
- Increased Meter Service Charge by 2% for all utility customers.
- A 2% increase in the per thousand gallon usage rates for 2026.
- Continuation of a $0.75 per thousand gallon charge to assist in the bond payment for a new water treatment plant at Well #3.
Impacts to the Sanitary Sewer Utility Rate Structure for 2026 include:
- Increase of $1.04 per quarter to the base fee for all utility customers.
- Increases of 6% in usage rates for all utility customers.
Storm Sewer Utility Rates will increase by 15% in 2026.
Street Light Utility Rates will remain the same in 2026.
Rate changes will go into effect for billings processed after January 1, 2026 for all utility customers.

Moving Information
Notify the City at least three working days before moving to schedule a final meter reading. Provide the following:
- Final read date
- Forwarding address
- New owner’s name
- Phone number
- To request a final reading, call 651-554-3209.
Bill Payment
The City accepts checks, cash, money orders, and credit/debit cards. Payments can be made on the first floor of City Hall during regular business hours.
A drop box is available on the west side of City Hall for check or money order payments (no cash).
You can also sign up online for Autopay (PDF) .
