Regulations
The City’s Economic Development Department works alongside experts in planning, zoning, engineering, environmental services, public works, construction, and licensing to ensure new businesses and developments receive the attention they deserve. This integrated approach provides an efficient and consistent process for those choosing to establish or expand their presence in South St. Paul.
The City’s Zoning Code and Zoning Map (PDF) provide key reference points. For more information, contact the City’s Planning Department at mhealy@southstpaul.org or call 651-554-3217.
The City Building Official oversees plan reviews and inspections for all projects to ensure compliance with state building, plumbing, and mechanical codes. Contact Joe Heimkes at 651-554-3220.
Some businesses require a City-issued license. Contact the Licensing Office or call 651-554-3239. A list of licenses is available on the Licensing Office webpage.
Permit fees (PDF) are based on project valuation and required for new construction and remodeling.
