South St. Paul Aquatics Project
1. Notice of RFQ
The City of South St. Paul, Minnesota (“City”) is soliciting Statements of Qualifications (SOQs) from qualified firms to provide Construction Manager at Risk (CMaR) services for the South St. Paul Aquatics Project.
The City is being assisted in this process by its Architect of Record, JLG Architects, who will provide technical support, evaluation assistance, and recommendations. All final selection decisions will be made by the City.
2. Project Overview

South St. Paul Family Aquatic Facility

Project Description
The project includes demolition of an existing outdoor pool facility (approximately 80 years old) and construction of a new municipal outdoor aquatics complex. Anticipated components include:
- Outdoor leisure and lap pools, including zero-depth entry
- Slides and aquatic features (some bid as alternates)
- Bathhouse building including:
- Admissions/ticketing
- Concessions (heat-and-serve only)
- Staff room and first aid
- Public changing/restrooms
- Pool mechanical and chemical rooms
- Site improvements including:
- Pool deck and fencing
- On-site parking
- Stormwater management – on-site detention and water quality management anticipated (raingardens)
- Minimal expansion of impervious surface
- Seasonal operation (summer use facility)
The project site is located near the Mississippi River and is subject to MPCA impaired waters requirements.
3. Delivery Method
The City intends to utilize a Construction Manager at Risk (CMaR) delivery method.
The selected CMaR will provide:
- Preconstruction services during design
- Cost estimating and value management
- Constructability reviews
- Scheduling and phasing
- Competitive subcontractor procurement
- Guaranteed Maximum Price (GMP)
- Construction through closeout

- MEP: EP (Emanuel-Podas)
- Structural: MBJ Engineering
5. Anticipated Project Schedule
- CMaR Selection: January 2026
- Design Completion: End of February / Early March 2026
- Construction Documents Completion: Early May 2026
- GMP / Bid Package Completion: June 2026
- Construction Start / Demolition: TBD
- Substantial Completion / Pool Opening: TBD
6. RFQ Submission Requirements
SOQs shall be submitted electronically and include the following sections:
A. Firm Information
- Firm name and primary office location
- Contact information
- Years in business
- Experience providing CMaR services for public owners
B. Relevant Experience
Provide 3–5 representative projects including:
- Municipal or public-sector projects
- Outdoor aquatics or recreational facilities
- CMaR or CM/GC delivery
- Projects with environmental or site constraints
Include:
- Project description
- Construction cost
- Owner reference
C. Key Personnel
Identify proposed:
- Project Executive
- Project Manager
- Superintendent
- Preconstruction Manager
Include resumes and relevant experience.
D. Preconstruction Services Approach
- Cost estimating methodology
- Value management approach
- Schedule development
- Managing alternates and seasonal constraints
- Collaboration with Owner and Architect
E. Safety Record
- EMR for the past three (3) years
- Certificate from workers’ compensation insurance carrier
- Overview of firm safety program
F. Financial & Bonding Capacity
- Bonding limits
- Insurance coverage
7. SOQ Evaluation Process
SOQs will be evaluated by the City with assistance from JLG Architects using the following criteria:
- Relevant project experience
- Qualifications of proposed personnel
- Preconstruction approach
- Safety performance
- Financial capacity
The City anticipates shortlisting three (3) to four (4) firms for the RFP phase.
8. SOQ Schedule
- RFQ Issued: February 2, 2026
- Questions Due: February 11, 2026
- SOQ Submission Deadline: February 16, 2026
- Shortlist Notification: February 23, 2026
