Following the City Council’s adoption of the Hardman Triangle Masterplan and Stormwater Guide in March 2025, the South St. Paul Economic Development Authority has partnered with Urban Ecosystems to prepare preliminary concepts for public realm improvements within the Hardman Triangle. Located at the northeast corner of Concord Street North and Grand Avenue, the approximately 20-acre area is envisioned as a dynamic mixed-use neighborhood anchored by accessible and inclusive open space. The proposed designs aim to honor the city's industrial history while introducing sustainable infrastructure and engaging public amenities adjacent to the Mississippi River.
Among the preliminary concepts under review is the potential to relocate and integrate the historic Armour Gatehouse structures into the public realm, should they be moved from their current location at Hardman Avenue and Armour Avenue.
Urban Ecosystems will present the initial public realm concepts at the Parks & Recreation Advisory Commission meeting on Tuesday, September 9, at 6:00 PM in the City Hall Training Room. A follow-up presentation will occur during the City Council Worksession on Monday, September 22, at 7:00 PM in the same location. These meetings are open to the public and provide a valuable opportunity for community input.
