The Public Housing Agency (PHA) Plan is a comprehensive guide to a public housing agency's policies, programs, operations and strategies for meeting local housing needs and goals. The PHA Plan also serves as an application for the Capital fund Program, the funding source for operation and maintenance of public housing. The Housing and Redevelopment Authority has developed its Annual PHA Plan and the Capital Fund Plan to comply with the Quality Housing and Work Responsibility Act of 1998. A public comment period is in effect from August 23, 2018 until October 8, 2018 when a public hearing will be held to review the plan. The hearing is scheduled for Monday, October 8, 2018 at 6:30 P.M. in the Training Room of the South St. Paul City Hall, 125 Third Avenue North, South St. Paul, MN 55075.
